Local Politician Gets Perfect Business Score from BIA

Only one local politician scored higher than a C on the New Hampshire Business and Industry Association's new Legislative Scorecard.

The New Hampshire Business and Industry Association released its 2013 Legislative Scorecard this week, showing how state lawmakers voted on various business related bills.

The scorecard summarizes various business legislation from this year's legislative session and scores how each New Hampshire legislator voted.

The bills included in the BIA's evaluation were:

  • HB 361, relative to worksharing
  • HB 443, prohibiting prison privatization
  • HB 516, establishing a committee to study the overlap of federal,
  • state and local regulation relative to environmental issues
  • HB 598, relative to the reasonable compensation deduction under the business profits tax
  • SB 1, increasing the research and development tax credit
  • SB 41, revising the New Hampshire Business Corporations Act
  • SB 99, requiring the site evaluation committee to direct a study of site evaluation criteria and establishing a committee to study the criteria for siting of wind-powered electric-generating facilities, other electric-generating facilities, and transmission facilities, moratorium amendment
  • SB 100, authorizing electronic payment of payroll
  • SB 167, relative to groundwater
  • HB 168, increasing the beer tax
  • HB 185, relative to the fuel oil discharge clean-up fund
  • HB 323, establishing the Franklin Partin Right-to-Work Act
  • HB 357, prohibiting an employer from using credit history in
  • employment decisions
  • HB 443, prohibiting prison privatization
  • SB 1, increasing the research and development tax credit
  • SB 41, revising the New Hampshire Business Corporations Act
  • SB 83, relative to the controlled drug prescription health and safety program

State senators scoring 100 percent were David Boutin of Hooksett, Jeb Bradley of Wolfeboro, Sharon Carson of Londonderry, Sam Cataldo of Farmington, Chuck Morse of Salem, Bob Odell of Lempster, Jim Rausch of Derry and Nancy Stiles of Hampton.

State representatives scoring 100 percent were James Belanger of Hollis, Gene Charron of Chester, David Hess of Hooksett, Franklin Tilton of Laconia and Joe Sweeney of Salem.
  • State Rep. Elaine Ahearn (D-Hampton): 43 percent
  • State Rep. Renny Cushing (D-Hampton): 57 percent
  • State Rep. Tracy Emerick (R-Hampton): 75 percent
  • State Rep. Chris Muns (D-Hampton): 63 percent
  • State Rep. Michelle Peckham (R-North Hampton): 71 percent
  • State Rep. Amy Perkins (R-Seabrook): N/A
  • State Rep. Lawrence "Koko" Perkins (R-Seabrook): 40 percent
  • State Rep. Fred Rice (R-Hampton): 71 percent
  • State Rep. Joe Scarlotto (D-North Hampton): 67 percent
