3. This Day in History: On this day in 1862, President Abraham Lincoln signs into law a measure calling for the awarding of a U.S. Army Medal of Honor, in the name of Congress, "to such noncommissioned officers and privates as shall most distinguish themselves by their gallantry in action, and other soldier-like qualities during the present insurrection."

Also, on this day in 1965, Lt. Frank Reasoner of Kellogg, Idaho, was the first Marine to receive the Medal of Honor for action in Vietnam.

4. Today's Forecast: Yet another hot day on the beach possibly ruined by a threat of showers and thunderstorms. There's only a slight chance (about 20 percent), though, and likely will pass before 1 p.m.

The bad news is if the storms come, we could also see small hail and gusty winds in addition to the heavy rain. Otherwise, today's high is around 88 degrees during the day and the overnight low is around 68 degrees.
